Enduring Relevance of Libraries in Indirect Costs

A library cost study is important to a university because library costs are a component of the indirect recovery rate negotiated with the federal government for sponsored research.
For 40 years, library cost studies have been conducted and accepted with consistently positive results. To be effective, a library study is sensitive to unique university environments, reflects the changing nature of libraries (moving from primarily physical spaces to rich online environments); is rigorous; and is performed in compliance with the principles contained in the U.S. Office of Management and Budget (OMB) Uniform Guidance, 2 CFR III Part 200 A.8.
In this session, the presenters will:
- Describe the work of modern research libraries all along the research lifecycle. Including research data management and infrastructure, dataset acquisition and dissemination, digital repositories, and transformative read and publish agreements between universities and research publishers.
- Share the expenses of a university library in support of the research enterprise. Especially those related to regulatory developments in open science and open access to federally sponsored research.
- Explain the process and rigor of conducting a library cost study to determine the purpose of library use in support of university research in analog and virtual environments.
- Provide historical and expected results of library cost studies in the context of different types of university systems.
- Guide in the development of library cost pools to reflect modern research libraries and optimize financial reporting.
