Jumping Through Hula Hoops: Navigating Investigator Joint Appointments

How many of us work directly with faculty and investigators who hold an appointment at multiple organizations such as the VA (Veterans Affairs), hospitals, higher educational institutions, and/or independent research institutions? How does one keep track of effort, current/pending/other support, conflict of interest disclosures, and other compliance issues at different organizations? What are VA Memorandum of Understandings (MoU)? What’s a reasonable expectation that we as research administrators should be responsible for? This session will explore navigating Joint Appointments – an ever-growing trend that seems more and more common in our world of research administration.
Learning Objectives
- Understand the complexity of handling multiple appointments.
- Learn the importance of the MoU between the VA and other institutions and how to calculate the total professional effort when hours at the VA and the hours at the institution don’t align.
- Understand effort tracking, current/pending/other support requirements, and compliance responsibilities for faculty with joint appointments.

Knowing what resources are available and what questions to ask to make informed decisions on allowability and allocability are essential. We will explore resources and best practices to make these decisions. We will also share tips for communicating financial compliance decisions to your PI. Decoding NIH: Understanding the NIH Parent Families and Activity Codes

In this presentation, we will do a deep dive into the technical details of the different NIH parent announcement activity codes. NIH uses parent announcements as broad funding opportunities allowing applicants to submit investigator-initiated applications and releases awards under these specific activity codes. As a departmental research administrator, understanding the differences in each activity code is essential for providing effective oversight and support for the PIs at your institution. We will discuss the purpose of each activity code, the key details of each code, and what departmental research administrators should expect and plan for when assisting PIs with their NIH parent awards.

Extreme Makeover: Uniform Guidance 2 CFR 200 Edition

On October 5, 2023, OMB published a proposal for a fundamental rewrite the Uniform Guidance 2 CFR 200. The White House announced that “the proposal will materially decrease the burden on recipients of Federal financial assistance, advance equity and job growth across the country, and meaningfully improve the administration of Federal financial assistance.”1 Specifically, OMB states the following reasons for the proposed revisions: “(1) incorporating statutory requirements and administration priorities; (2) reducing agency and recipient burden; (3) clarifying sections that recipients or agencies have interpreted in different ways; and (4) rewriting applicable sections in plain language, improving flow, and addressing inconsistent use of terms.”2 The comments are due to OMB by December 4, 2023.
