Extreme Makeover: Uniform Guidance 2 CFR 200 Edition
Thursday, March 21, 10:15a – 11:30a | Concurrent Session

On October 5, 2023, OMB published a proposal for a fundamental rewrite the Uniform Guidance 2 CFR 200. The White House announced that “the proposal will materially decrease the burden on recipients of Federal financial assistance, advance equity and job growth across the country, and meaningfully improve the administration of Federal financial assistance.” Specifically, OMB states the following reasons for the proposed revisions: “(1) incorporating statutory requirements and administration priorities; (2) reducing agency and recipient burden; (3) clarifying sections that recipients or agencies have interpreted in different ways; and (4) rewriting applicable sections in plain language, improving flow, and addressing inconsistent use of terms.” The comments are due to OMB by December 4, 2023.

Aloha: Saying Hello, or Goodbye, During a PI/Award Transfer
Thursday, March 21, 2:45p – 3:45p | Concurrent Session

Saying hello to a new PI? Saying goodbye to a departing PI? We’ll cover both scenarios during this session. The speakers have dealt with numerous arrivals and departures of PIs, including with sponsors such as NIH, NSF, NASA, DOE, and more! In this session, you will learn about federal requirements and differences between sponsor procedures. We will talk about both incoming and outgoing transfers from Departmental as well as Central Office perspectives. Additionally, we will share some best practices and tips, misconceptions, and common challenges and how to face them, and ways to communicate with the PI and their new institution for the most efficient process.

Learning Objectives

Participants will feel more comfortable with the grants transfer process. They will understand the requirements, implications, and challenges, and learn some efficient ways to complete the process • New administrators will have a better understanding of how and where to begin the transfer process, while more experienced staff will have an opportunity to expand their knowledge of some new best practices • There will also be an opportunity to collaborate and learn about various processes in other institutions through Q&A and discussion at the end of the session.

Many universities are under pressure to increase research funding, and this has caused an increase in workload and demand on the current research administration workforce structure. This session will focus on how to re-org the current team structure to effectively manage the increased workload, to limit burnout and staff turnover while providing excellent customer service support in a remote environment.

Subawards from Scratch: Working with First-Time Subawardee Sites under Federal Awards
Friday, March 22, 1p – 2:15p | Concurrent Session

Sometimes, the most effective collaborators to achieve funded research objectives to address important public needs are wary of the administrative burdens associated with federal awards. This session is designed to walk participants through the process of awarding a first-time subrecipient with federal funding, a task that can require a substantial amount of training both to the PTE PI and to the subrecipient team, as well as clear and concise financial monitoring. This session aims to guide participants through this process beginning at proposal preparation all the way through award closeout and final financial reporting. At UMass Boston, the subaward team has been working for a year on an innovative and collaborative approach to subaward monitoring, and we are eager to present our best practices and lessons learned to our colleagues.

Learning Objectives

After this session, participants will be able to: – provide in-depth training to new subrecipients on federal subaward compliance; – establish clear expectations for financial management and budgeting; – work cohesively with subrecipients to mitigate problems before they arise; and – identify areas of potential concern when evaluating invoicing and financial reports.
