About This Session
On Friday, May 29, 2026, the Office of Management and Budget (OMB) published in the Federal Register a massive reconstruction plan for the Uniform Guidance, 2 CFR 200 (UG). This 412-page document includes revisions to all six Subparts and various Appendices of the UG. Seventy-four (74) sections out of 191 total sections in the UG (or 39 percent) are proposed to be revised, and four brand new sections are proposed to be added.
The proposed revisions significantly alter the landscape for grants in the application, awarding, monitoring, administration, reporting, and oversight requirements. The three stated objectives of the reconstruction plan are:
- Improve transparency, accountability, and oversight
- Clarify the status of Part 200 as an OMB regulation, not guidance; and
- Reduce recipient burden.
Comments are due to OMB on July 13, 2026, at Regulations.gov – OMB-2026-0034. A final rule on these revisions is planned to be effective on October 1, 2026
