On April 1, 2025, the Department of Health and Human Services officially closed two of the four Cost Allocation Services (CAS) field offices that review, negotiate and issue rate agreements for grantees receiving federal grants. The two offices that were closed are the Northeastern (New York) and Western (San Francisco) Field Offices. The Mid-Atlantic (Bethesda) and Central States (Dallas) Field offices remain open and will be the offices that process all reviews, negotiations of rate proposals and issue rate agreements for all grantees.
We have been instructed by CAS that effectively immediately, you should submit your rate proposals to the HHS ICAS Customer Portal (Indirect Cost and Cost Allocation Plans Portal), by going through three simple steps. Until further notice, you should continue to submit your questions related to your proposals or rate extension requests to the original region that your institution was assigned to. For the two closed offices, their email addresses ([email protected] and [email protected]) are operational and CAS staff will monitor all the resource mailboxes.
CAS is in the process of updating its “Contact Us” page to lay out the new assignment of States and territories by field offices and point of contacts in the two remaining Field Offices.
