Within the Oracle Project Management space, the 26D release introduces policy-driven agentic AI capable of automating routine billing activities, identifying material billing exceptions, sending approval reminders and escalations, and supporting invoice dispute resolution by following defined resolution pathways and drafting responses to external sponsors. Within the Billing Operations Workspace, AI agents operate according to customizable billing policies and institution-specific standard operating procedures, allowing each institution to govern this functionality according to its own requirements and standards. The user-friendly workspace also distinguishes activities completed by AI from those requiring staff intervention, providing teams with a clear view of automated outcomes, exceptions, and priority actions.

Automated Approval Reminders and Escalations

Oracle AI automatically sends reminders for overdue invoice approvals and escalates unresolved approvals according to institution-defined timelines and policies.

Automated Notifications of High-Value Transactions on Hold

Oracle AI identifies invoices with billing transactions on hold and alerts billing staff when the unbilled financial impact exceeds an institution-defined threshold.

Support for Invoice Disputes

Oracle AI captures billing issues raised by external sponsors and creates dispute records for supported scenarios, including incorrect-price and duplicate-invoice disputes. Following review and approval, a credit memo is created, and the AI agent can prepare related communications for follow-up with external sponsors.

Adoption Considerations for Oracle AI

Adopting Oracle’s latest AI capabilities in the Contract Management space requires that institutions review Oracle’s predefined policy document, customize or create institution-specific policies and standard operating procedures, configure security roles and data access, and complete the applicable setup in Oracle’s AI Agent Studio. Institutions should begin with defined use cases and controlled testing before a broader rollout.

Implementing these features will require specialized knowledge in Oracle Subledger Accounting, cross-functional collaboration among Payroll, Projects, Finance, and Research Administration teams, and thorough testing and reconciliation. The enhancements deliver capabilities that institutions have long requested to strengthen financial controls, streamline labor schedule administration, and improve visibility into project labor commitments.

Payroll Encumbrance Distribution to Projects

In 26B, Oracle introduced the Payroll Encumbrance and Liquidation feature, allowing institutions to reserve funds for estimated future payroll expenses and reflect those anticipated obligations in financial reporting. Previously, payroll encumbrances did not flow into Oracle Project Management as project labor commitments. The 26D enhancement extends the integration between Oracle Payroll and Oracle Labor Distribution, allowing payroll encumbrances to be imported directly into Oracle Labor Distribution and distributed as project labor commitments.

When matching payroll actuals are imported, the estimated commitments are automatically liquidated and replaced with actual costs. This provides research administrators, departmental financial managers, and principal investigators with better visibility into anticipated labor commitments, total project budget consumption, and the relationship between projected and actual labor costs. Similarly, with labor cost encumbrances distributed through Oracle Labor Distribution—a module within the broader Oracle Project Portfolio Management suite—labor cost commitments may be evaluated against project budgetary controls, reducing the risk of budget overruns and unanticipated institutional financial liability.

Adoption Considerations

The distribution of payroll encumbrances requires coordinated configuration and testing across Oracle Payroll and Oracle Project Management. For institutions with significant sponsored labor activity, improved commitment visibility and budgetary controls may provide substantial long-term value relative to the implementation effort.

Additional Accounting Sources for Non-Project Labor Costs

Oracle has added employee assignment attributes—including job, position, and assignment category—as available accounting sources for non-project labor costs within Oracle Subledger Accounting. Institutions may leverage these attributes in mapping sets and account rules to derive the natural account segment within the Chart of Accounts (COA). When properly configured, this functionality automatically records the correct natural account segment, reducing the need for Labor Distribution end-users to look up or enter account segment values manually. This can improve accounting consistency and reduce errors associated with manual entry. The enhancement also aligns Oracle Labor Distribution more closely with the account derivation capabilities available with Oracle Payroll person-costing (which some institutions used prior to, or as an alternative to, Oracle Labor Distribution to distribute payroll costs).

Adoption Considerations

Institutions should review their existing Oracle Subledger Accounting rules and, where appropriate, configure and test mapping sets and account rules that derive accounting segments from employee assignment attributes.

Labor Distribution Rule View

The redesigned Labor Distribution pages available in 26D offer a consolidated table view of distribution rules, including their effective start and end dates, providing a significant improvement over the current user experience, which displays records at the labor schedule version level. The enhanced view makes it easier to identify date gaps in labor costing and review overall allocations across labor schedule distribution rules and versions, enabling faster and more accurate analysis and adjustments. While it appears that approval and cost adjustments will still occur at the labor schedule version level, the 26D feature improves workspace usability and streamlines labor schedule review and maintenance. This is an area to watch for additional future enhancements as Oracle continues to expand the capabilities of Labor Distribution.

Adoption Considerations

Deploying the redesigned view is optional in 26D but is scheduled to become mandatory in 27B, making now an appropriate time to pilot the updated Labor Distribution pages.
