Attain Partners’ June 8 session, Uniform Guidance 2 CFR 200: May 2026 Updates, introduced the Office of Management and Budget (OMB)’s proposed revisions to 2 CFR 200. The June 15 session, Top FAQs on the Proposed Revisions, addresses key questions raised by those changes. This panel will take a closer look at two proposed revisions that could affect how research institutions support access to and dissemination of scholarly work.
Proposed revisions to §200.454 would eliminate journal periodicals as allowable federal grant costs. Proposed revisions to §200.461 would restrict publication and dissemination costs, including article processing charges (APCs).
If finalized, these changes could shift high costs to research institutions and libraries, disrupt open access commitments, and place new pressure on the ecosystem that connects researchers to the literature their work depends on, including efforts to support public access to federally funded research.
We will review §200.454 and §200.461 in detail, interpret the language, and identify areas where institutions will need clarity and may want to begin preparing. The panel brings together distinct perspectives: research administration, academic libraries, and scholarly publishing to examine and answer questions about what these revisions could mean in practice.
